The Phoenix Public Library was built in 1997 and allows members to borrow printed and audio books as well as CDS for twenty-one days while videocassettes may be borrowed for a maximum of 7 days. Membership cards are offered for free for all residents of Maricopa County.

There are four primary programs regularly offered by the Phoenix Public Library. Teen programs involve the establishment and work of teen councils, which include educational and recreational activities such as movies and games. The literacy program, on the other hand, aims to improve literacy rate and literary appreciation with book clubs and author visits. Children?s programs offer puppet shows, storytelling sessions, and other fun activities for kids. For arts and entertainment, the library also frequently hosts forums and exhibits for different art genres.
