These threats have occurred annually since the budget crisis started about 5-6 years ago. it seems to be a ploy just before an upcoming election (mid November, IIRC) in order to raise taxes (personal or property, or some sort of park assessment). Yeah, the first few times it scared me into paying higher taxes, but as they say, you can't get blood from a turnip. They close down these sites and the paid admissions will dry up completely, making it more costly to close down than to keep 'em open.

The last time I was up at La Purisima they handed out these little pillows (2"X2") They were filled with Mountain Sage. When an expedition would come in from Mexico, the people on the trip powdered regualarly but seldom have the oportune for a "hot shower" and the natives thought them stank kay. They were actually very rude about it holding the sage pillows to their noses to drown out that stankage.
