Unfortunately while loading for yourself is perfectly legal, reloading for the purpose of selling to others requires that the maker possess a Class 6, Class 7, or Class 10 FFL (Federal Firearms License). That combined with the potential liability issues make it very rare for anyone to sell their reloaded ammo to others.
You might try just getting into loading yourself. You can get all the equipment you need to get started the right way for under $150 (essentially you want a powder scale, powder dispenser, single stage press, priming tool, reloading manual, and a set of 9mm carbide dies - add in a tumbler if you want the cases nice and shiny).
