Best area to live in Dayton

I need some advice on place to live in the Dayton areas.

My husband has been relocated to Richmond IN, but we need to stay in Ohio for the college tuition of our older children. We want to stay near Dayton, so I have a better recourse to find work and close to Route 70 for him to get to work.

We have been looking in the Clayton/Englebrook and Vandalia area. There seems to be a lot of foreclosure in this area. Is this over national economy or have these communities started to go down hill?

We are coming for a top 100 city to live in the USA with Excellent with distinction school ranking. We would like to find a comparable city.

Any advice?
