Denver property taxes

Hello...
I am considering relocating from Milwaukee to Denver. One of the big things I am looking at is the difference in property taxes. For the houses I am looking at, I may save around $2,500 per year in property taxes by living in Denver rather than Milwaukee.

My question is why are the property taxes so low? Are there major city services that Denver does not provide that other cities do? I haven't been able to find anything about this.

I've been looking into other things trying to explain it. Denver's sales tax is 2% higher than Milwaukee's. But the state income tax for my tax bracket is 2% lower. So they pretty much cancel each other out.
