How to Title a Jeep CJ10

Hey everyone,
Im looking to pick up a jeep cj10 thats in great shape. The issue is the seller claims to not have a title or to be able to locate a vin number. I've tried to research to see if I can title the vehicle, but Im getting so many mixed answers. Any advice will help. So is it possible to title a cj10 for highway use.

I believe you will need the VIN. What is the history of this vehicle ? Why is there no title or VIN ? Does it have the original steel body ?
