What's the whole thing about? For what you say you are doing and the stats asked for there is no way to get a real number.

house 1, Built 2001, 1200sq ft cheap units, cheap window, cheap insulation 2-300 amonth in electric bills

house 2, Built 2001, same size but energy star certified. Energy star appliances. Elecrtic bill 100-200.

There is no way to compare rates/prices without knowing how the home was built. The best way to do what you said you want to know is to find out the price per megawatts past and present.

Utilities SW PA

Well, it looks like you want Electric as the utility as that is what most have responded with. I'll give you both Electric and gas as many out here have natural gas utility as well as electric.

Here's a rundown for us:
House: 3100 sf, 20 yrs old.
Electric use: Last month- 982 KWH, Total bill $118.98, price per KWH (less $8.89 "monthly customer charge"- $0.112/KWH. 12 month average: $170.34

Natural Gas: Last month- 10 MCF, Total bill $127.04, price per MCF (less 12.50 "monthly customer charge"- 11.43/MCF. 12 month average: $111.50

Water: Well

My bill say's that I used 1746 KWH.
My last bill was $187.23 for a 2300 square foot home.

I have a heated pool, a/c set at 74*f, 2300 sqft. Im not sure of the kw/h rate tho.

Our water bill is separate. Not sure what that is tho.

May 2011, $247.68, 1320 sq. ft.; 2323 kwh, 13 inches of insulation in the attic (double layer of fiberglass), brick house built in 1978, high efficiency windows, all electric appliances. Water $36.03 for 4500 gallons. Dover, Arkansas
