Wireless access?

How's the wireless access in the city? And I mean Wi-Fi/WiMAX and not cellular. Is there still a motion to blanket some neighborhoods with free Wi-Fi access? I believe it was called the Digital Inclusion program or something and the HPL was part of it.

A few years back, a study was made for development of a city-wide wireless network that covered residential and municipal operations. The wireless network was supposed to encompass stuff like: public-safety alarms and alerts, video surveillance, automatic meter reading, residential access, etc. I was just wondering if the city followed through on that development.

I know there is a wireless network in the downtown area but I think it is only for city workers/other official business.
