Tillie Fowler park on 17 across from NAS JAX has trails with small man made jump and hills. I walk my dogs on the trails by the nature center. the trails on the south end are best for bikes.

Fort Clinch State Park has a few nice trails

No mountains but plenty of off-road trails, Osceola National Forest about an hour west of Jax on US90 250,000+ acres of wetlands and forest trails.
