The best burger I have ever eaten was at a restaurant called The Counter. I'm not sure if it is only local to Los Angeles, but they have a create your own burger style joint.

"The Apple Pan" on Pico near Overland and "Howard's Bacon and Avacado Burger" on Venice blvd. near Sepulveda.

Not speaking of the specific "best burger" but more generic I would say the pastrami burger is a LA area specialty
