Oops, it's less than 53%
What part of the 53% is made up of federal employees and federal contractors? When one gives it some thought those employees in reality are paying no federal income tax. True, they feel the pinch but you can't tax federal employees to pay federal employees. Instead, if they were taxed at the 20% level you are just getting one additional employee for every five. Since Obama is now monkeying in the states' public sector to buy votes those public employees somewhat fall into the scheme, just at a level that's harder to trace.
