taxation amendment?

Would anyone support an amendment to the Constitution to regulate taxes at the federal, state and local levels?


Clause 1: After such time as the per capita debt of the United States does not exceed thirty-thousand dollars but otherwise within ten years from the ratification of this amendment all powers to lay and collect taxes, duties, imposts, excises and fees granted by the Constitution of the United States, or by the constitutions of the several states or by any law or charter enacted there under shall be null and void.
The Congress of the United States shall be the sole class I taxation authority.
The legislatures of the several states shall each be a class II taxation authority.
The legislative authorities for the counties and municipalities that the legislatures of the several states may establish shall each be a class III taxation authority.
Councils of electors for United States Representatives residing in districts not exceeding ten square miles and which may be created, altered and abolished from time to time under the laws of the several states shall each be a class IV taxation authority.
No authority except such as is established by this amendment shall have the power to lay and collect taxes, duties, imposts or excises within the jurisdiction of the United States.
The taxation authorities herein established shall have the power to
lay and collect taxes, duties, imposts, excises and fees only in accordance with this amendment and subsequent amendments to this constitution, and such taxes, duties, imposts and excises shall be uniform throughout the respective jurisdiction of the taxation authority levying the same and shall expire within a period of five years, but may be renewed at the discretion of the taxation authority.

List specific things that may be taxed by each taxation authority (and by implication specify by exclusion from the list things that cannot be taxed.
