New license plate holder law?

wouldn't it be great if when they passed law changes like this that they mailed the changes to licensed drivers?

We're going to change the law and not tell anyone and since ignorance of the law is not a defense.....

I hate that! By law a new law must be promulated (published, posted or a town crier if need be).
