You basically measure the speed of 100 cars, and the speed which 85% of the cars travel at is your baseline. You then have the opportunity to reduce 5 MPH below this baseline depending on various factors such as crosswalks, school accesses, dips, turns, etc.
The 85th percentile is valid in the courts for 5 years, but can be extended beyond this time if there have been no noticable changes on the roadway.
Many people consider a speed trap as a place that motor cops hide behind trees, but this isn't a true speed trap, according to the vehicle code.
Holy thread bump batman. Anyone who lives around the Austin area or has driven through south Austin, has seen the motorcycle cop on the Onion Creek bridge with his radar out, then 1/4 mile down the road there are 10 cops just waiting to get you. If that's not a speed trap I don't know what is. I also have no clue how Houston was number 1 on that list, considering I've seen maybe 2 cops on the highways the last 5 or so times I've been there.

No surprise that you haven't seen HPD on the highways (I-10, I-45, US 59 & 290). After all Houston not only has HPD but also Metro Police, County, Constables and DPS so you usually don't find HPD on highways especially at peak traffic times. You will find HPD and County on major streets and there are some areas to slow down on those roads. On highways you are more likely to find Constables on toll roads and Metro, HPD or DPS sharing the love on major highways. Then also there are the independent villages with their own law enforcement and they WILL ticket you especially Belaire PD. BTW, HPD now uses, what I call, stealth cars. That is unmarked except for the word POLICE on the side. No other markings, no light bar on the roof. Yeah, you won't see 'em. That is until the lights behind the grill, the front of the outside mirrors and inside the front windshield come on. Ohhh, look at the pretty red and blue lights!
