I've noticed many cities in Southern California have found a way to save money. The sensors in the street (called traffic loops) that tell the signal that the light needs to phase are a constant maintenance concern, so they are disconnecting them all over. This way, the signals are set for time delay only, which is why you will wait 4+ minutes for each phase, even at 3 AM. This, as Austin alluded to, is about the most annoying thing I can think of!
