Why is it that rhode islanders say they are sick and tired of politics as usual but continue to vote for incumbents?

If I were Chafee I wouldn't be very proud knowing 64 % of Rhode Islanders didn't want me. I've lived here my whole life, this is fast becoming a welfare state.

In RI, the majority votes Dem or Independent so we end up with the same people most of the time.
