New Internet Explorer? IE's Spartan future

A new web browser called Spartan is likely to be unveiled by Microsoft today

There was a screen shot that appeared to be the new browser but my feed suddenly lost it. Part of Win10? Or a stand-alone. Some of you techies give us a read on this.
