Looks awesome. But, will they ever even build a prototype?

Theres always research and development in progress for new systems . Currently the militaries VTOL transport craft is the V22 Osprey, i dont get the impression anyone liked the plane and most VTOL interests are still carried out by helicopter.
As for the "XV-58 Manta? i'd imagine a Harrier could out-fly it..

Well, the Harrier's headed for the scrapheap.

The Osprey has a major problem of converting from vertical to horizontal. The F-22 and F-35 are designed to be VTOL and they're a hundred times faster than this will be.
