It really depends on what you're looking for. Boise and the surrounding areas are very nice. Some of the outlying areas (within 30 minutes of any place in Boise) are Meridian, Nampa, Eagle (standard suburban communities); Kuna, Star, Middleton (more small-town rural communities). You can also have a place on the side of a forested mountain toward Idaho City. Coeur d'Alene would also be a good choice for a smaller-sized urban area. Any of the other areas within a decent distance of good medical facilities are all going to be expensive (Sun Valley) or quite unappealing to most people. Don't know if that helps.
Moscow is an incredible place to live. Has all the things a "city" should but is still small and has a very rural feel. Moscow mountain is close for hiking, wheeling, shooting, camping, recreating. Very close to a great casino, and Spokane is a quick 90 minute drive. Plus you have really good college sports to go to and a decent golf course.
We visit the family up in Lewiston a good bit. It is great if you like fishing and hunting, but you get that anywhere outside of any Idaho city. Lewiston is the lowest point in Idaho, so the snow isn't an everyday think in the winter, but it is just up the road if you want it.

Another beautiful are where cost is reasonable is the Magic Valley area its close to recreation, has a reasonably mild climate, It has a college CSI and the amenities that brings. There are a couple areas to live with in that, all within about 35 miles. Burley/Rupert, Twin Falls/Jerome and Gooding and Wendell. If you want to find paradise Google Elk City Idaho which is my home albeit it a little far from medical treatment. although life flight is about 15 min out.
I use to live about 35 mins from Town (Boise) off Highway 21. The Sub was called Wilderness Ranch. It has great view with lots of wildlife (Elk). Another nice future of that area is the low traffic levels on highway 21. But you do need to watch for deer crossings all winter. I woulds say anywhere on that road up to Idaho city is nice.
