Another town to consider is Idaho falls. Surrounding town are many small/rural lots which you seem to be looking for, and rent is fairly cheap. The city is smaller than Boise, but still has just about everything.
I live in Twin Falls. I do like the people but it is a bit dry and hot. I would like to live in a place that has snow on the ground for more than a couple of days at a time. If i did not have a business to run I think I would go to Salmon or Callis Idaho. They are small towns in the middle of the mountains with lots
of great places. The Salmon River is very nice in that area.
I love it north of Boise. The road between Boise and McCall is one of the best drives in Idaho. It is around 100 miles to McCall. It is a windy road right through big mountains with a river that is just perfect. There are a few small towns along the way that are nice.
If you go northwest it is nice in Idaho City.
We bought property in New Plymouth (about 40 miles west of Boise) outside of town. Everyone was very helpful when we were shopping/buying and since when we have needed advice about weeds, irrigation, building and such. Beautiful country and affordable too.
