Not all of them. Old Florida road, for example, is a public, town road that is just no longer maintained (and you couldn't make it through without a 4x4). There are a few others like this.

As mentioned about Coy? Hill though, there are lots of places that the main road is public and the sides roads or certain areas aren't, so you should find someone who knows to show you the ropes.
