California has a huge oil reserve that doesn't need fracking to get out of the ground.
All they need to do is turn on all those wells that have been idle for decades.
But, that's California. They screw everything up.

There are oil wells 10 miles from my house in Missouri. The were drilled about 10 years ago. They were turned off about 5 years ago. And they were producing.
