During the Civil War, the entire country was placed under Martial Law. People were arrested in Vernon Co. and sent to prison in Illinois, just for toasting Jeff Davis in a bar or saying they hated Lincoln. Congress passed a law in 1878 to prevent the Military from being used as police inside the U.S. for that reason. This law would revoke that law.
