The big deal with the "end of combat ops" was that the Iraqi's now have the lead. We still advise, still train them and still return fire if fired upon but the US no longer plans and leads the combat missions. A small technicality but an important one.

There are still squads going outside the wire without any Iraqi counterparts.

Also, any rule of war which permits you to return fire, if fired upon, is still combat operations.

I know our president has no military experience, but if he's trying to use technicalities, he should probably know what he's talking about first. He lost just about lost any support he may have had, at least in my unit, with that joke of a speech.
