Ignorance if the law is not an excuse. The law says they are not to speak contemptuously of their civilian leaders. Hihood was trying to suggest that the President issued orders to protect the President's political agenda; he did not do this.

That's why I suggest that it was an instruction or reminder from those above (so as to remain under the radar).
