As far as I know those are the only ones that got them, they can't walk onto peoples property and just start messing with stuff.

The ones in the state parks got them because people where going into the parks and stealing the saguaros and selling them off.

Yeah here in AZ peeps will just shoot you for going on to their property without permission.
Heck I have answered my front door a few times in underwear and holding my shotgun,
or run out side in underwear (if I am lucky enough to have it on) and my shotgun.
I have never taken out the 700, .45, .40, or my M4 though.

I answered my door once with my rifle, I was fully clothed though, so a lot less menacing than you in your undies.
