Do you mean Vietnamese places? There are some good ones in south phillly around 11th and washington. They do not have the ambiance of Vietnam Restaurant, but the food is good. Nam Phong on 11th street just below Washington is a favorite of ours. A cheap and satisfying meal. Try the one of the Bun dishes. Pho is also a real winner.
If you're in the Bucks County area, give Basilleaf in Newtown a try. Excellent dishes and very reasonably priced. Their villagers rice soup is awesome on a cold winter day! Basilleaf Restaurant
