Clayton, NC - brick structure found

So I live in Clayton and the city has been working near the US Post Office lately. We decided to take the trail and see what was down there. We followed a utility trail down a pretty long path that eventually ended up in somebody's very nice home with stables.

Along the way we found a brick structure in the creek so we took some pics. Does anybody have any clue to what it is? I thought it was an old dam at one time based on the design. The side facing up hill has an angle and the opposite side if completely vertical.

I'm going to be meeting up with a guy that's a history buff and he has some theories. One is a railroad related theory and the other is a Civil War Munitions related one. I'll let you all know what he thinks after surveying it. I am also thinking of contacting the city after we go, don't want the city to restrict access yet.

The more I talk to people and show them pics the more I think it was a water powered mill of some sort.

Like the actual underlying foundation, that the actual mill house was built on maybe.

I just found out that up the hill from this thing is the old Clayton Spinning Mill so it might have been related to that. The Spinning Mill is a 110 year old building that's being offered for businesses and being renovated.
