That is the case in some areas. But groups have proven it's still not impossible to open new trails. Check out
Home and see how their efforts have paid off in the Yacolt Burn Area of Washington. Oddly enough, from what I read, the biggest hurdle they faced was convincing people in the 4x4 community that it could be done. So many people take a defeatist attitude that they give up before the fight begins.
If you are concerned about trail closures in your area, get active and track down the forest service and trail meetings. Many of the bigger 4x4 forums have a sub forum specifically dedicated to ORV issues. Same for the small regional and local forums.
Getting out and going to the meetings, or at least supporting via e-mail and letter go a long way in helping out our cause.
