It was an advertising campaign in the late 80's (I know this cause it was a popular phrase us young kids in high school thought was cool)

I think it was the Transportation/Hwy Department that use it for advertising or a campaign to keep Texas roadways clean.

Did I pass?

It's mighty reckless to mess with Texas.
It WAS about littering.

I went to college in OK for 2 years and evefyone there had heard the phrase but thought it was just everyone in TX wanted to be a bad ass. When I told them it was about littering they didn't believe me lol
