Districts

For those who live in Cities that have "districts" for certain types of commerce, are those self regulated or due to zoning laws?

Im guessing you mean like a "Fashion District" or a "Meat Packing District" for the most part these districts came into being long before zoning laws were introduced. These areas of commerce located near each other because of the premium location for the type of commerce or because of local externalities and spill over benefits from one business to the next.
