Perhaps that is because MN (all states for that matter) funnels all their highway and fuel taxes into a general fund in DC which then gets sent back to the states to spend on wonderful projects like light rail and bike paths.
Want better roads? Tell washington to get the heck out of the states pocket book so that the state can stay the heck out of mine.
The problem is something FAR above Mr No Tax, or any governor for that matter.
As for East Troy... any details on what the reason was for it being shut down?
