Why the republicans entire plan for health reform doesn't work (tort reform/caps)

Almost every republican plan has pushed malpractice caps and tort reform as their primary method to solve the health care issues ( and at a federal level, guess the states don't deserve these rights oddly) EVEN THOUGH about half the states already have some form of tort reform or malpractice caps but yet there is little correlation between lower insurance rates and these caps....

so why are the republicans so delusional that when enacted at a federal level the rates will plummet and make health care accessible to all (and somehow magically erase all restrictions the insurance companies have at all without regulation)

Smoke & mirrors since their real intent is to convert SS to a private insurance windfall for that industry.
