It really depends on what you want to do. A person can start off with brew kits relatively cheaply. As long as you've got a stove, a big boil kettle, and a fermentation bucket, it can all be done with some ingenuity.
Midwest Supplies has a nice list of what they include in their starter kit here, and it's under $60:

But, if you have a local supply shop near you, I'd try that first. Prices are usually comparable and it's nice to be able to ask questions.
I personally like to buy from Wheels Wings N Hobbies in Mandan. The owner, Jeff, has been brewing kits for years and started do all-grain this past year.
