I live in PA, work in MD, and most of my projects are in VA. VA and PA need to take lessons on how to do road construction from Maryland SHA. I've seen them mill and lay new pavement on the Baltimore Beltway - 4 lanes wide and 5miles long in the period of two weeks. PennDOT really should send some people to school with MDSHA. They can't even mill one lane of I-83 and get it right.

28 is just ridiculous always. I've often wondered if there was ever a time that 28 was completely clear?!?

I drive a stretch of RT 83 that has been under construction forever. It seems like they decided to rebuild every bridge in the area all at once, and take their sweet time doing so.

222 just North of Lancaster has been under construction for what seems like 10 years.

PA definitely has the worst highway construction in any state I've lived or spent time in.
